Yes. It's this flat when folded. 

Unfold

Identify the three lines in the length direction

Prefold along these lines... #1

... #2

and #3!

Now put it between the seat stays of your bike, and around the seat tube.

Note that there are two openings for the seat stay connection tube. Find out which works best for your bike.

Now wrap the two ends around the seat tube, and fixate by sliding the two openings into each other, like this:

Ready to ride!

(After some practice you may find out, that you can do this while riding your bike - although we really do not recommend this :-))
